The Hawai‘i Public Housing Authority’s Contract and Procurement Office is responsible to oversee all procurements of goods, services, construction, and health and human services for the Hawai‘i Public Housing Authority (HPHA). The Contract and Procurement Office’s objective is to provide a procurement system of quality and integrity that assures the HPHA’s purchasing actions are in full compliance with applicable Federal standards, HUD regulations, and State and local laws.
Contract awards shall be made only to prospective offerors who are deemed responsive and responsible, that is, those who have met the minimum requirements of the solicitation and who have the technical and financial competence to deliver the requested good(s) or perform the requested services including construction.
Under state law, prospective offerors must provide proof of compliance in order to receive a contract of $2,500 or more with state and county government entities in Hawai‘i.
Prior to an award, prospective offerors must be compliant with the applicable State of Hawai‘i statutes and administrative rules. State agencies are required to verify compliance. Acceptable documentation of compliance is through the Hawai‘i Compliance Express (HCE) portal. The HCE is an electronic system that provides prospective offerors doing business with the HPHA to quickly and easily document that they are compliant with applicable laws. The HCE certificate, “Certificate of Vendor Compliance,” allows this single electronic certificate as required in Hawai‘i Revised Statutes, Section 103D-310(c) and Hawaii Administrative Rules, Section 3-122-112.
For a nominal fee, registered HCE vendors receive a full year of service, automatic submission of information to pertinent government certifying agencies, automatic e-mail notification of status changes, and unlimited access by state and county government entities to print the certificate for their use.

Award of a contract shall not be made to entities that are debarred, suspended or deemed ineligible by either the State of Hawai‘i or the U.S. Department of Housing and Urban Development. Prospective offerors may be debarred or suspended by the State of Hawai‘i’s State Procurement Office, the State of Hawai‘i’s Department of Labor and Industrial Relations, and/or the U.S. Department of Housing and Urban Development.
After an award and prior to the execution of a Contract, the Contractor shall furnish a certificate(s) of insurance as evidence of the existence of the required insurance coverages in amounts not less than the amounts specified. The required insurance coverage consists of general liability, auto, workers compensation and in some contracts, professional liability. These insurance coverages must be maintained during the entire performance period.
The Awardee shall defend, indemnify, and hold harmless the HPHA and its officers and employees from and against all liability, loss, damage, cost, and expense, including all attorneys’ fees, and all claims, suits, and demands therefore, arising out of or resulting from the acts or omissions of the Awardee or the Awardee’s officers, employees, agents or subcontractors.
