The Public Housing Agency (PHA) Plans provide families participating in federal housing assistance programs, the U.S. Department of Housing and Urban Development (HUD), and the public with information on the HPHA's policies, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the 5-Year Plan, which the HPHA must submit to HUD once every 5th fiscal year; and the Annual Plan, which is submitted to HUD every year.
The HPHA submits an Annual Report to the Hawaii State Legislature in compliance with section 356D-20, HRS. The report provides a general update on all major programs and includes the activities and accomplishments of each of the agency's administrative offices over the course of the previous fiscal year.
The HPHA regularly undergoes independent audits performed in accordance with standards prescribed by the American Institute of Certified Public Accountants and the Comptroller General of the United States.
