The HPHA's mission is to provide our community with safe, decent, and affordable housing. We accomplish this primarily through our housing and rental subsidies programs which target assistance for low-income person and families. Each program is operated in accordance with all applicable federal and State laws, rules, and regulations.
The laws in the Hawaii Revised Statutes (HRS) are passed by the Hawaii State Legislature. The HPHA and the statutes which govern its operation are established under Chapter 356D, HRS.

The Admissions & Continued Occupancy Policy (ACOP) is the HPHA's written statement of policies used to carry out the federal public housing program in accordance with federal laws and regulations. The ACOP is required by HUD, and is available for public review. The ACOP also contains policies which support the objectives contained in the HPHA's Annual PHA Plan.
The Administrative Plan establishes the discretionary policies for the administration of the HPHA's Housing Choice Voucher Program in accordance with HUD requirements. HUD requires all public housing agencies to adopt an Administrative Plan as a supporting document of the Annual PHA Plan. This requirement is set forth in 24 Code of Federal Regulations, Part 903.
The role of the Board of Directors is to provide governance and oversight of the HPHA's federal housing assistance programs. This includes regular review of agency operations and the approval of HPHA policies. All of the following policies were approved and adopted by the Board.
The HPHA's federally funded housing assistance programs are administered in compliance with rules, regulations, and guidance set forth by the U.S. Department of Housing and Urban Development.
